In 1923, the residents of Beverly Hills voted to incorporate as a city. The city’s first mayor was Edward L. Doheny, Jr., the son of oil tycoon Edward L. Doheny. The younger Doheny was instrumental in the development of the city’s infrastructure, including its roads, water supply, and public transportation.

During the 1920s and 1930s, Beverly Hills became a popular destination for Hollywood celebrities. Many movie stars built large homes in the area, and the city became known as a symbol of wealth and glamour.
